Advancing Development Through Higher Education
HED is at the center of higher education and international development, linking institutions to deliver innovative solutions to global challenges. The program manages international higher education partnerships that build human and institutional capacity at the tertiary education level. By working closely with the U.S. Agency for International Development, the U.S. Department of State, and the six major U.S. higher education associations, HED engages higher education institutions to bring forth innovative collaborations that transform the lives of individuals and create long-lasting improvements in the curriculum, research, and outreach activities of colleges and universities.

About HED Partnerships
HED's innovative, higher education-based partnerships target development challenges worldwide.
Each partnership links a higher education institution in the United States with another institution in a host country. In support of USAID's development goals, partners work together to address a wide range of challenges—from public health to entrepreneurship training, and beyond. Funding for HED partnerships comes from the United States Agency for International Development (USAID), USAID Missions and the U.S. Department of State.
What sets HED partnerships apart is the focus on sustained impact—building educational and human capacity in a way that sets the stage for ongoing improvement.
